# Bologna and the Packaging Valley: field engineers for Nordic machinery companies

> Emilia-Romagna is a centre of packaging, food-processing and automation machinery. How Nordic equipment makers hire service and applications engineers there.

Nordic machinery companies sell into Italy, buy from Italy and compete with Italian machine builders. Packaging, food and dairy processing, pulp and paper, automation and materials handling are all areas where Nordic and Emilian industry overlap. Bologna sits at the centre of that region.

## The region

The area around Bologna, Modena, Reggio Emilia and Parma is known for:

- packaging and automatic machinery, the "Packaging Valley";
- motorcycles and sports cars;
- mechatronics and industrial automation;
- food processing;
- logistics;
- high-performance computing around the Tecnopolo and CINECA.

Talent comes from the Università di Bologna, one of Italy's largest, for engineering, computer science, economics and agriculture, and from nearby universities in Modena, Reggio Emilia, Ferrara and Parma, which add mechanical and automotive engineers.

## Roles Nordic companies hire

- **Field service engineers** installing and maintaining equipment at Italian customers.
- **Applications engineers** supporting sales with line design and trials.
- **Supplier quality engineers** for components bought from Italian machine shops.
- **Project managers** for installations and upgrades.
- **Spare parts and service sales.**

Most of these roles are customer-facing in Italian, and many need a car and frequent travel.

## Local income tax

Bologna has a flat city surcharge of 0.8% with an exemption threshold of €15,000 (pmi.it, 730/2026 table, secondary source). The Emilia-Romagna regional surcharge starts at 1.33% up to €15,000; the higher brackets still need checking against official tables. For the same gross, take-home pay in Bologna is close to Milan and above Rome and Naples.

## The contract

Machinery roles are normally under the Metalworking agreement (CCNL Metalmeccanico industria). It regulates travel allowances, how travel time counts, shift premiums and on-call work in detail, and includes a supplementary health fund.

## Practical points

- **Car and van.** Service engineers usually have a company vehicle, fuel card and tolls, managed as benefits.
- **Travel time and allowances.** Priced into the role from the start.
- **Safety.** Risk assessment, training and health checks before the first customer site.
- **INAIL.** Field roles have a higher injury premium than office roles.
- **Postings.** Installations in other EU countries need a posting notification; trips to your factory in Sweden or Finland for training are business travel.
- **Commuting.** Many factories are outside the city; a car or company shuttle is often needed.

## Why not hire in Sweden and fly in?

Italian customers expect service in Italian, on short notice, from someone who knows local practice. Flying engineers in from the Nordics is expensive and slow. A local engineer employed through an EOR gives you presence without an Italian company.

## Hiring without an entity

With an Employer of Record (EOR), we employ the engineer under the Metalworking CCNL, handle travel expenses on actuals and run payroll. You manage the service organisation. Cost: employment cost plus €250 a month, invoiced in SEK, NOK, DKK or EUR.

## Questions we hear from Nordic companies

**Do we need an Italian company to install machines at Italian customers?**
Not for employing the engineer. The employment sits with the EOR. Whether your sales and installation contracts need a local entity is a separate commercial and tax question, which you should check with your adviser, especially if the engineer also sells.

**Can the engineer work on customer sites in other EU countries?**
Yes. Short trips are business travel. Longer assignments are postings and need a prior notification in the destination country, which we file. Social security normally stays in Italy during a posting.

**How do we handle on-call and weekend service?**
The Metalworking CCNL regulates on-call duty, overtime and weekend work in detail. Define the service pattern before the offer, so that it can be priced and written into the contract. Surprises here are the most common source of disputes in field service.

**Is a company car taxable for the engineer?**
If it is also used privately, yes, as a benefit calculated on a flat share of a standard cost that depends on emissions. A van used only for work is a work tool.

## In short

Emilia-Romagna gives Nordic machinery companies engineers who know the customers, the suppliers and the competitors. Hire them locally, under the Metalworking CCNL, with travel, car and on-call rules written in from day one. Keep sales authority clear if the engineer also sells. Price the role on its full cost, including allowances and INAIL for field work, and use the EOR until the Italian business is large enough for its own company.
