Employer contributions: Sweden 31.42%, Norway 14.1%, Italy around 30%
Last modified on 4 November 2026 • 5 min read • 941 wordsWhen a Nordic company budgets an Italian hire, the first question is usually: how much does a euro of gross salary cost us? The answer depends on where you are coming from.
- In Sweden, employer contributions are 31.42% of gross pay in 2026 ( Skatteverket ).
- In Norway, employer’s national insurance contributions are 14.1% in zone I in 2026 ( Skatteetaten ).
- In Italy, employer social contributions are roughly 30% of gross pay, depending on sector, size and role, plus INAIL injury insurance and the TFR accrual.
So a Swedish CFO will find the Italian contribution rate familiar. A Norwegian CFO will find it about double. Danish and Finnish models are structured differently again, so compare total employer cost, not one rate.
Three layers, compared
Every system has the same three layers on a gross salary:
- contributions paid by the employer on top of gross;
- contributions withheld from the employee’s gross;
- income tax withheld from the employee.
What differs is the weight of each.
Employer side in Italy
The largest part is the pension contribution (IVS) to INPS: 23.81% of taxable pay for the employer. On top come unemployment, sickness and maternity, family allowances and guarantee funds, which bring the total to around 30%. INAIL injury insurance is separate and depends on the risk class: well under 1% for office roles, more for technical and production roles.
Then two Italian items with no direct Nordic equivalent: the 13th month (and a 14th under some CCNLs), which carries contributions like any salary, and the TFR at 6.91% of pay a year.
Employee side in Italy
The employee’s IVS contribution is 9.19% of taxable pay, withheld by the employer. The rate rises by one point on pay above €56,224 a year.
The employee sees this contribution on the payslip, and it reduces the income on which tax is calculated.
Income tax: IRPEF
Italian national income tax is progressive in three bands:
- 23% up to €28,000;
- 33% from €28,000 to €50,000;
- 43% above €50,000.
Each band applies only to its slice of income. Employment tax credits reduce the result, mainly on lower salaries. Regional and municipal surcharges come on top, but they are small compared with Swedish municipal tax: from 1.23% to about 3.33% regional and 0% to 1.2% municipal, depending on the city.
The figures above come from professional secondary sources. We confirm them for each specific offer.

| Extra employer lines | 13th (and 14th) month, TFR 6.91%, INAIL | Occupational pension via agreement |
| Employee contribution | 9.19% IVS, withheld | Handled through the Swedish tax and pension system |
| Income tax | IRPEF 23/33/43% plus small local surcharges | Municipal and state income tax |
| Health care | National health service, tax-funded | Public, tax-funded |
What this means for an offer
Compare total cost, not gross. A Swedish salary converted at the exchange rate tells you little. Compare the full employer cost of the Italian role with the full employer cost at home.
Expect the candidate to ask about net. Italian candidates compare offers on monthly take-home pay. Be ready with a net figure for their city. The net pay calculator gives a first estimate.
Expect variation. CCNL, sector and contract type all move the employer cost. A single percentage is a starting point, not a quote.
Questions we hear from Nordic companies
Is the Italian rate the same for every role? No. Sector, company size, contract type and the CCNL all move it, and INAIL depends on the risk class of the job. That is why we quote per role rather than with one percentage.
Do Italian contributions stop at a ceiling, like some Nordic caps? For employees first insured from 1996 onwards, pension contributions stop above a yearly ceiling, €122,295 in 2026. Below that, contributions apply to all taxable pay.
Do we also pay Italian corporate tax because we employ someone? Employment through an EOR does not by itself make your company taxable in Italy. What the employee does can matter, especially in sales. See our article on permanent establishment risk.
