Reading an Italian payslip (busta paga) as a Nordic manager

Last modified on 4 November 2026 • 5 min read • 975 words
The Italian payslip has more lines than a Swedish lönespecifikation. What each block means, so you can answer your employee and check the invoice.

Sooner or later your Italian employee will send you a screenshot of their payslip and ask a question. A Nordic manager used to a short lönespecifikation will see a dense page in Italian, with codes, accruals and three kinds of tax. Here is how to read it without becoming a payroll specialist.

The header

The top block identifies employer and employee: our company as legal employer, the employee’s tax code (codice fiscale), the CCNL, the level, the start date and seniority, and the pay period. If the CCNL or level looks wrong, raise it: it drives the minimum pay.

Pay elements

The first table lists what the employee earned this month:

  • Minimo tabellare: the CCNL minimum for the level.
  • Superminimo: what you agreed above the minimum.
  • Scatti di anzianità: seniority increments under the CCNL.
  • Overtime and allowances: with the CCNL surcharges.
  • 13th and 14th month: as a lump sum in the months they are paid, or a pro-rata line every month if spread.
  • Variable pay: commissions or bonuses for the period.

Together these make the gross pay for the month.

Employee contributions

Next comes the employee’s share of social security to INPS, around 9–10% of gross. The main part is the IVS pension contribution at 9.19%, with one extra point on pay above €56,224 a year.

These reduce taxable income.

Income tax

Then IRPEF, the national income tax, calculated on taxable income at 23%, 33% and 43% by band and reduced by employment tax credits. Payroll works on a monthly estimate and adjusts during the year and in December.

Below IRPEF you will see the regional and municipal surcharges. They are typically withheld in instalments during the year following the one they relate to, so a new employee’s first payslips may show none, or amounts relating to a previous employer. That surprises many people, including employees.

Net pay

Gross minus contributions minus taxes, plus any non-taxable items such as expense reimbursements. This is the amount paid to the employee’s account.

The accrual block

Many payslips include a box showing balances: holiday days and hours off accrued and taken, and the TFR accrued. If the TFR goes monthly to a pension fund, the payslip shows the contribution to the fund.

Employer cost is not on the payslip

The payslip shows the employee side. Employer contributions, INAIL and the TFR are not deductions from the employee, so most of them do not appear, or appear only as information. Your cost is in the payroll summary attached to our invoice.

Typical questions and short answers

“Why is my net different this month?” Overtime, absences, a bonus, a tax adjustment or the start of local surcharges.

“Why is December so high?” The 13th month, if it is paid as a lump sum.

“Why so much tax on my bonus?” It is taxed at the marginal rate, unless it is a qualifying productivity bonus taxed at 1%.

“What is this INPS line?” The employee’s pension and social security contribution.

When in doubt, the employee can ask us directly in Italian or English. Our payroll team answers the person who did the calculation.

Questions we hear from Nordic companies

Can the payslip be in English? The official payslip is in Italian. We provide an English explanation and the payroll summary in English, and our payroll team answers employees in English.

Why does the first payslip of the year look different? Tax bands are applied fresh in January, and local surcharges for the previous year start to be withheld in instalments. Net pay can move even with no salary change.

Who corrects a mistake? We do. If a payslip line is wrong, we correct it in the next payroll or with an adjustment, and explain the change to the employee and to you.

In short

An Italian payslip has more lines than a Nordic one, but its logic is simple: earnings, employee contributions, income tax and surcharges, net pay, then balances. Your cost is in the payroll summary, not on the payslip. When an employee asks about a change, the answer is almost always overtime, an absence, a bonus, a tax adjustment or local surcharges, and our payroll team can explain the detail directly to them.
