Occupational pension at home, INPS and TFR in Italy: the pension layer explained

Last modified on 4 November 2026 • 5 min read • 1,002 words
Nordic employers fund pensions through statutory and agreement-based schemes. In Italy the employer pays 23.81% for the state pension, plus the TFR. How to budget it.

A Swedish finance team thinks of pension in two layers. Employer contributions to the state, 31.42% of gross pay in 2026 in total ( Skatteverket ), and an occupational pension that usually comes from the collective agreement ( Medlingsinstitutet ). Norway and Denmark have their own versions of the same idea.

Italy also has two layers, but they are built differently. Knowing where each euro goes makes the Italian cost line easier to defend in a budget meeting.

Layer one: the state pension through INPS

The main Italian pension contribution is called IVS: invalidity, old age and survivors. It is paid to INPS, the national social security institute, on the employee’s taxable pay.

  • The employer share is 23.81%.
  • The employee share is 9.19%, withheld from gross pay.

Together that is a 33% pension contribution on taxable pay, and the employer carries most of it. It does not appear on the payslip as a deduction from the employee, so managers sometimes forget it exists. Finance should not.

IVS is not the only employer contribution. Unemployment, sickness and maternity, family allowances and guarantee funds bring the employer total to roughly 30% depending on sector and size, plus INAIL injury insurance. The Swedish total and the Italian total land in the same range. The Norwegian total, at 14.1% in zone I, is much lower, so Norwegian budgets need the biggest adjustment.

The IVS figures come from a professional source, not from INPS directly. For a signed offer we confirm the rate for the specific role.

Two numbers to know for senior hires

For employees first insured from 1996 onwards, pension contributions stop above a yearly earnings ceiling of €122,295 in 2026. And the employee rate goes up by one point on pay above €56,224 a year. Both matter when you hire a senior engineer or a country manager.

Layer two: the TFR

The second layer has no exact Nordic equivalent. The TFR (trattamento di fine rapporto) is an accrual of 6.91% of gross pay a year, owed to the employee when employment ends for any reason (Civil Code art. 2120).

By default it is a liability that sits with the employer and grows every year. The employee can instead direct it to a supplementary pension fund. Then it behaves much like an occupational pension contribution: paid every month, invested for the employee, gone from your balance sheet.

In our EOR set-up we pay the TFR monthly into the fund the employee chooses. That is the closest Italian match to what a Swedish employer does with occupational pension, and it keeps your cost flat.

Supplementary funds through the CCNL

Some CCNLs, such as the Chemical-Pharmaceutical agreement, add a sector pension fund with an employer contribution. If the employee joins, that contribution is part of the employment cost. It is the Italian counterpart to an agreement-based pension, but smaller and optional for the employee.

Retirement age

The standard Italian old-age pension starts at 67 with at least 20 years of contributions. Early retirement is possible at any age after 42 years and 10 months of contributions for men, one year less for women. From 2027 the requirements rise by one month, and by three months from 2028.

Building the budget line

  1. Start with the gross salary (RAL).
  2. Add the employer pension share of 23.81% of taxable pay.
  3. Add the other employer contributions and INAIL as separate lines.
  4. Add the TFR at 6.91%.
  5. Add any CCNL pension or health fund contribution.
  6. Compare with the budget approved for the role.

If the approved budget was built on the Swedish model, steps 2 and 3 will be close. Step 4 is the new line. If it was built on the Norwegian model, the whole contribution layer will be higher.

Questions we hear from Nordic companies

Can we add a Nordic-style occupational pension? Yes, through contributions to an Italian supplementary pension fund on top of the TFR. Employer contributions to such funds have tax advantages within limits. We set it up as part of the contract.

Can an Italian employee join our Nordic pension plan? Usually not in a simple way. Italian rules and tax treatment apply to someone employed and insured in Italy. Use an Italian fund instead.

Is the TFR safe if the employer has problems? There is a TFR guarantee fund within INPS. If the TFR is paid monthly into a pension fund, it is already outside the employer.
